Of course it is an AI. If this -verse is a halo one then it's based off of a human mind, so it's more likely than just a basic written segment of code.

A machine becomes more than just a machine when gets its hands on more than just machines. Oh and by the way, X36 follows the original Halo storyline so most of the tech is the same, such as AIs and space craft.<span class="idc-clear"></span>
